Using clips of featured films from the annual Human Rights Watch International Film Festivals, we will look at five case studies, asking
What was done? By whom? Where? When? How? and Why?

Chechnya ‚ THE BETRAYED (1995)
Intervention by the Russians, but of what genre?

Belgrade (Kosovo) ‚ THE PUNISHMENT (1999)
Armed intervention by NATO allies (e.g. bombing)

Rwanda ‚ THE LAST JUST MAN (2001)
Lack of intervention and consequences thereof

Afghanistan ‚ AFGHANISTAN YEAR 1380 (2002)
Intervention by Western forces, air and ground, results?

Israel/PA ‚ GAZA STRIP (2001)
Will there ever be intervention and if so, what sort?

Chechnya, again ‚ DANS, GROZNY, DANS (2002)
Following our previous example, is low-grade, ongoing warfare our fate?

Looking ahead, what sort of peacemaking/peacekeeping policy guidelines do we see taking shape? And, what instruments, institutions and individuals do we see as key to these guiding principles?
