Located less than ten kilometers from Cap-Haitian, Haiti’s northern metropolis, Balan is a community of about twenty-three thousand inhabitants; a number much greater than the 1,325 that comprised the town’s total inhabitants in 1983 (information from DIRP bulletin vol. 3, 15 June 1983). Balan maintains commercial relations (formal and informal) with both Cap-Haitian and the country’s capital via its inhabitants, however it remains a community whose true identity is unknown by many, including the authorities.
